I can't get ethanol very easily in my place so I'll use IPA (I'm able to use pure methanol but IPA is fewer harmful and would not discolor my herbs).I might imagine either, but dried would soak up the liquid, Consequently getting the alkaloids permeate the herbs, and likewise I'd envision it will evap more quickly if dried....if a single was to vap
